Akron Lead-Based Paint Hazard Control Program (ALBPHCP)
Lead ONLY Program
The Akron Lead-Based Paint Hazard Control Program is city wide. Through the program, the client can receive windows, interior and exterior doors, vinyl siding, and porch replacement/repair if those items test positive on the Akron Health Report.
Homeowners can receive a $6,000.00 or $10,000.00 grant depending on where they fall in the income guidelines for their family size. If the job goes over the grant amount, client may qualify for a deferred loan which they will need to repay when they sell the home, transfer title, refinance or consolidate. Any costs over $20,000.00 will be the homeowner’s responsibility for non-elevations.
Landlords can receive a grant, dollar to dollar match up to $5,000.00. No loans are available through this program.
Lead Elimination Action Program (LEAP)
Lead & Rehab Program
Landlords can receive 65-35% match for lead hazard control work up to $10,000.00. The maximum amount of the match provided by LEAP is $6,500.00 per unit. . Owner will be responsible for 100% of lead costs for a vacant unit. If the unit is occupied by an eligible client within the program timeline, the owner will be reimbursed the LEAP eligible match for that unit.
Landlords may also apply for $7,000.00 grant from the City rehabilitation assistance program. The Rehabilitation Assistance Grant Program is a dollar for dollar matching grant. Maximum rehabilitation grant per single unit is $7,000. Structures with 2-4 units are eligible for a grant between $7,000 and $14,000.00 depending on the number of units. Landlords who use the rehabilitation grant may qualify for a prime plus 1/2% loan.
Financial Assistance
You may qualify for a grant, deferred loan and/or a low interest rate loan depending on the program for which you are eligible, based on your application information. For all programs, all lead hazards must be addressed as a condition of assistance.
If you do not qualify or denied for lead or rehabilitation assistance the homeowner/landlord is still responsible for all code and lead issues found at their property with the Akron Health Department. The City of Akron Health Department will charge a fee for all lead inspections due to a real estate transaction.

- The property must be located in the City of Akron
- You must meet the income guideline requirements (see above income guidelines) above) Structures with more than 4 units are not eligible for assistance.

Landlords must agree to not raise the rent more that 3% over a three (3) year period, to keep the
unit occupied with a qualifying family, and to not evict with an unjust cause.
